asked the President of the Board of Trade what progress has been made in the conversations between the Governments of the United Kingdom and the Dominions on the Pacific shipping situation; and what proposals the British Government has put before the Dominions to meet the menace of foreign subsidies?

Mr. RUNCIMAN

The conversations are proceeding, but have not reached a stage at which any statement can be made.

Seeing how vital it is that the British flag should be maintained in the Pacific seas, cannot my right hon. Friend give the House some information as to the scope of these negotiations?

Mr. RUNCIMAN

I am afraid that I cannot at this stage.
