17. Mr. RANKIN

asked the Parliamentary Secretary to the Admiralty whether he can make any statement with regard to the subsidiary naval treaty which is to be drafted to cover the use of submarines in war; which nations will be invited to discuss, as potential signatories, this subsidiary treaty; and whether, in view of the recent increase in the number of submarines by Russia, he can undertake that Russia will be invited to participate in this matter?

I would refer the hon. Member to the reply given by the Under-Secretary of State for Foreign Affairs to the hon. and gallant Member for Nuneaton (Lieut. - Commander Fletcher) on 31st March. Russia is, of course, among the Powers which will be invited.
