asked the Secretary of State for the Home Department whether he will publish in the OFFICIAL REPORT the text of any communication sent to local authorities regarding the measures to be taken to protect the civil population from aerial attack?

It is my intention that the general circular to local authorities now in course of preparation should be placed on sale after it has been issued, and the same course would probably be followed with any subsequent communications to local authorities which were of a general nature. I believe that this will be a more appropriate method of securing the publicity for these documents which the hon. Member appears to desire, than his suggestion that they should be published in the OFFICIAL REPORT.
