I doubt, however, whether the establishment of a formal permanent body on the lines suggested by my hon. and gallant Friend would be generally acceptable or 943 materially assist in securing the objects desired.

§ The PRIME MINISTERI think it is quite unnecessary to obtain their views formally, because I happen to know exactly what reactions they would show if His Majesty's Government made this proposal to them.
