§ Mr. STOURTONCan my right hon. Friend say what is holding up the introduction of the Bill? Is he aware that Manchester is not responsible?
§ Mr. RUNCIMANThere is no suggestion that there is any responsibility in Manchester. It has proved to be a very difficult Bill to draft.
