asked the Secretary of State for Foreign Affairs whether any further action is being taken by the Powers belonging to the League of Nations to enforce effectively the recommendations of the Lytton Committee with respect to Manchuria, and when the relevant committee last met?

The report embodying certain recommendations of the Lytton Commission, and adopted by the League Assembly on the 24th February, 1933, was defined by the President of the Assembly at the time as an offer of collaboration in the settlement of the dispute, and as not possessing the executive force of an arbitral award. It will be apparent from this that there was never any question of enforcing the recommendations. The Advisory Committee on Manchurian questions set up by the League Assembly last met on the 16th May, 1934.
