asked the Secretary of State for the Colonies whether he is now in a position to state the terms of reference of the commission appointed by the Governor of Hong Kong to inquire into certain aspects of the mui-tsai question?

I would refer the hon. Member to the answer which I gave on the 13th February to the hon. Member for Rothwell (Mr. Lunn).

Will it be possible to inquire into the system of inspection and registration that is carried on in Hong Kong, and will the commission have power to increase the number of the inspectors if it is not sufficient?

Sir P. CUNLIFFE-LISTER

The commission have general instructions to inquire into a number of specific points that were being submitted in various memoranda, and so on, and generally into the whole question. The commission would have power to recommend an increase in the inspectorate if they thought it was right' to do so.
