asked the Minister of Health whether, in view of the fact that without an emergency measure it will be 814 impossible to legally prevent a large increase in ribbon developments that will be commenced with the opening of the building season this spring, he will request all the building societies and other loaning agencies, both public and private, that are known to him to refrain from making loans to those who wish to make these ribbon developments on any arterial or other main roads?
