Sir H. YOUNGI am well aware of the inadequacy and bad condition of the Morpeth Institution, and I have pressed and will continue by every practicable means to press for its replacement. The question is however related to the more general problem of the proper classification and treatment of public assistance cases over the county, and some time is requisite to find the best solution of this.
