asked the Minister of Health whether he is aware that the chief medical officer, Sir George Newman, reports that there are localities in the country with a C 3 population; where these localities are; and what steps he proposes to take to make effective improvements in the standards?

Sir H. YOUNG

I assume that the hon. Member is referring to a report in the Press of some informal remarks made by the chief medical officer at a presentation of certificates to some unemployed men who had taken a four-months' course of physical training. I have not received any report from that officer to the effect of the first part of the question, and the remaining parts do not therefore arise.

Mr. GROVES

May I ask whether it is a fitting thing for the chief medical officer to make informal remarks at these meetings?

Sir H. YOUNG

There are many occasions on which informal remarks by the chief medical officer are most appropriate.
