asked the Financial Secretary to the War Office why the provisions of King's Regulations, paragraph 979 (a) (1928 edition), are not observed by guards at the Bank of England?

The regulation in question at present leaves the issue to the discretion of the commander of the guard, and I do not propose to interfere with that discretion.

Captain FULLER

Would the right hon. Gentleman see that a uniform practice is followed in this matter of the observance of the regulation in question, which refers to abnormal circumstances in connection with the issue of ball ammunition?

Mr. HACKING

The responsibility must rest with the commander of the guard. He is the judge of special circumstances, and it would not be right to take that responsibility away from him.
