asked the Secretary of State for India whether representations have been made to the Colonial Office with reference to the Zanzibar land alienation decree and its effect upon British-Indian residents in Zanzibar?

I have communicated to the Colonial Office a copy of Mr. Menon's report on recent legislation in Zanzibar including this decree, in which he stated the views expressed by the Indian community in regard to this measure. The Colonial Office have also been informed that, in accordance with the advice given in that report, the Government of India propose to defer the submission of any suggestions regarding the decree until the recommendations of the commission appointed by the Zanzibar Government to report on the problem of agricultural indebtedness are available. Mr. Menon's report has been published in India, and I will take steps to have a copy placed in the Library.
