asked the Postmaster-General whether, in the Metropolitan postal area, any real advantage is gained by stamping a letter posted by the final collection with special express delivery postage; and whether such special postage ensures the delivery of the letter either simultaneously with, or in front of, the ordinary first delivery of letters?

Yes, Sir. Normally they should be delivered before the first delivery of ordinary correspondence. Where it is known that the address is open all night, as in the case of some markets and hotels, a special delivery is made as soon as the letter comes to hand.
