Mr. CHAMBERLAINVoluntary contributions from individuals for the service of the country, whether bequeathed or made during their lifetime, are gratefully accepted, but the offer must not be accompanied by conditions as to their use, which would interfere with the responsibilities of His Majesty's Government, and with the authority of Parliament.
