4. Mr. MANDER

asked the Secretary of State for Foreign Affairs whether he proposes to ask the President of the Disarmament Conference to consider the advisability of calling it together forthwith in order to discuss recent proposals for arms limitation and, in particular, the plan still before the air committee of the conference for the abolition of military aviation, the internationalisation of civil aviation, and the establishment of an international aerial police force to prevent the misuse of civil aviation?

Mr. EDEN

No, Sir. I do not consider that it would serve a useful purpose to press for the resumption of discussions by the Disarmament Conference on any or all of these matters until an understanding is reached which would enable all the principal Powers concerned to participate.

Mr. MANDER

Is it not proposed that there shall be an international conference of some kind to deal with the matters arising in connection with the Western Air Pact?

Mr. EDEN

That is not quite the same thing as the Disarmament Conference.
