asked the Secretary of State for Foreign Affairs whether he is aware that the censorship fees on cinematograph films imported into China, and particularly into Canton, are so high as to render the business of importing films unprofitable; and whether he will cause representations to be made to the Chinese Government that, as the cinema industry in China is only in its infancy and offers no effective substitute for foreign films, the severity of the restrictions on the latter should be relaxed?

I understand that a recent proposal to increase the fees at Canton has been abandoned. The present scale of censorship fees does not appear to be such as to call for representations to the Chinese Government.
