Mr. JOHN WILMOTasked the President of the Board of Trade (1) whether the system of joint-employment facilities for seamen, set up voluntarily in 1918 under the auspices of the National Maritime Board, has yet been sufficiently developed to allow of the Genoa Convention being ratified by this country;
(2) whether and, if so, in what respect the existing system of providing employment facilities for seamen is in conflict with the provisions of the international convention adopted at Geneva in 1920?
§ Dr. BURGINThe system set up voluntarily in 1918 is working well, but it is doubtful whether it accords in detail with the requirements of the Convention. In these circumstances, it is not proposed at present to ratify the Convention.
