asked the Secretary of State for Scotland what steps have been taken by the Herring Board to carry out a scheme of advertisement in foreign countries?

I understand that the Herring Industry Board have not, so far, taken any steps to advertise in foreign countries. I understand that it is the view of the board that the diminution in our export trade is almost entirely due to currency difficulties and restrictions placed upon import by foreign governments. In these circumstances the board have not thought fit to expend their limited funds upon such advertisements.
