asked the Minister of Health, whether he is aware that the urban district council of Ashton-in-Makerfield has resolved to ignore the second quinquennial valuation under the Rating Acts, 1925 to 1928, and to repay a considerable amount of the rates on the increased assessments; whether he will state under what authority the council has so resolved; and whether the Minister proposes to advise other local authorities to do likewise.

I am aware that the urban district council at one time proposed action on the lines indicated in my hon. Friend's question. There was no authority for such action and, upon my pointing this out to them, they have, now decided to levy rates in accordance with the current valuation list.
