asked the First Commissioner of Works whether Post Office vans are permitted to exceed the speed limit of 20 miles per hour in the Royal parks?

The regulations allow of no exception to the speed limit of 20 miles an hour.

Mr. MABANE

Is my hon. Friend aware that Post Office vans invariably exceed the speed limit, and will he ask his right hon. Friend the First Commissioner of Works to draw the attention of the Postmaster-General to this regulation.

The Post Office instruct their drivers to keep within the speed limits. If they have been exceeded, it is possible that the drivers belong to contractors.
