§ Sir G. PENNYI have been asked to reply. As figures are involved, with my hon. Friend's permission I will circulate the answer in the OFFICIAL REPORT. As there was no general census taken in the years referred to in the question my right hon. and learned Friend has based the calculations on the nearest census figures.
