1. Mr. MANDER

asked the Secretary of State for Foreign Affairs whether, in view of the attitude towards the revision of treaties indicated in point four of Herr Hitler's speech of 21st May, he will consider the advisability of proposing the setting up of a tribunal in equity or some alternative machinery for giving effect to Article 19 of the Covenant of the League of Nations?

I do not think that any useful purpose would be served by advancing such a proposal.

Mr. MANDER

Is it not becoming quite clear that we have to choose between the whole Covenant and complete chaos? Is it not desirable to make a beginning here?

Mr. EDEN

His Majesty's Government stand, of course, by Article 19, as they do by the whole of the Covenant. The suggestion of the hon. Member is wholly inconsistent with Article 19.
