asked the Under-Secretary of State for Air whether the Air Ministry have considered the recommendation of the Gorell Committee on Civil Aviation that, in case of accidents to aircraft, the owner and constructor of the aircraft should have the right to be furnished with the report of the inspector of accidents; and whether it is proposed to take the necessary steps to implement this recommendation?

This recommendation has been carefully considered, but there are felt to be serious difficulties in the way of a departure from the present practice, which provides, of course, for the publication of the inspector's conclusions in all important cases.
