asked the Chancellor of the Exchequer whether, in order to assist the producers in India and Ceylon, he will in his coming Budget consider the increase of the duty on teas from areas outside the restrictive scheme?

Mr. CHAMBERLAIN

All relevant considerations will be taken into account when existing duties are reviewed in connection with the Budget, but I would point out to my hon. and gallant Friend that a discriminatory duty of the kind he suggests would appear to be incompatible with existing treaty engagements.

Are there any other means of dealing with the large increase of output from China and Japan?

Mr. CHAMBERLAIN

I do not think there is any way of dealing with it other than by tariffs.
