§ Sir J. SIMONThe answer to the first part of the question is in the affimative. With regard to the second part of the question, His Majesty's Government have welcomed the American proposals and have accepted them as a basis of discussion. His Majesty's Government will have certain modifications of, and additions to, the American draft to put forward during the deliberations at Geneva of the committee, which held its first meeting on the 14th February.
