asked the Home Secretary whether he is aware that police cars are trapping motorists after midnight on wide deserted roads; and whether, in the public interest, he will recommend the cessation of this practice?

Mr. LLOYD

When the Road Traffic Act, 1934, was passing through Parliament, the question of the hours during which the speed limit should be in operation was fully discussed, and Parliament decided that it should operate throughout the night as well as during the day time. It is the duty of the police to enforce the law, and my right hon. Friend would not feel justified in advising them to refrain from taking action if offences are committed.

Mr. SIMMONDS

Is it not a fact that the success of this legislation depends upon the co-operation of the motoring public, and in these circumstances does not my hon. Friend feel that this is rather an untimely act, tending to prejudice the co-operation of motorists?

Mr. LLOYD

My right hon. Friend is bound by the terms of the Statute.
