§ Mr. HORE-BELISHAMy hon. Friend will be aware of the powers given in Section 17 of the Restriction of Ribbon Development Act, 1935, to local authorities to require, in the case of certain classes of new buildings likely to attract increased vehicular traffic along any road, the provision inter alia of accommodation for the loading and unloading of 561 vehicles. Discussions are now proceeding between the Ministry of Health and the London County Council regarding the extension of these powers to London.
§ Mr. WILLIAMSThat reply refers to new buildings. What is my right hon. Friend doing in respect to the congestion caused by this practice outside existing buildings?
§ Mr. HORE-BELISHAIt is a practice that is to be deplored, and I hope that those who have vehicles to load and unload will suit their times to the public convenience, but I have no power to prohibit entirely loading and unloading, much as I realise the inconvenience that is caused. Powers are in the Act, and I hope they will be observed.
§ Mr. BENJAMIN SMITHIs the House to understand that the practice referred to by the hon. Member abrogates the London Traffic Act, 1924?
§ Mr. HORE-BELISHAI do not wish to give an interpretation of an Act of Parliament which was passed at the end of last Session.
§ Mr. SMITHThe point I am making is that under that Act standing vehicles may be dealt with and regulated.
§ Mr. HORE-BELISHAThere is nothing that interferes with that in the Act; is rather strengthens it.
