asked the Secretary to the Overseas Trade Department whether he is yet in a position to publish a report from our commercial counsellor at Moscow on similar lines to that issued as Command Paper 3904, in May, 1931?

The scope and frequency of the changes which are still taking place in the organisation of industry in the Union of Soviet Socialist Republics make it probable that any report which could be compiled at present would be out-of-date in many important respects shortly after it was published. In these circumstances it appears to be a sounder policy to restrict the activities of the Department of Overseas Trade in this direction to giving to firms and individuals who apply for it the latest available information upon any specific question. My hon. Friend can, however, rest assured that the possibility of publishing a report on the lines of the Command Paper referred to will be kept carefully in mind.
