§ Lieut.-Colonel MUIRHEADAs the preparatory maritime meeting is still in session at Geneva, it is impossible to report fully upon it. In accordance with his instructions, the representative of His Majesty's Government has proceeded on the basis that the object of the preparatory maritime meeting was not to adopt a draft convention but to settle the questions to be put to Governments with a view to eliciting facts and considerations which would enable definite decisions to be reached at the special Maritime Conference next year.
