§ Lieut.-Colonel COLVILLEPreliminary discussions with representatives of the Spanish Government, with a view to the negotiation of a commercial agreement, were formally opened this morning. It is, therefore, to be hoped that a satisfactory agreement will be reached without the necessity for consideration of such action as my hon. and gallant Friend indicates.
