asked the Financial Secretary to the War Office whether he is aware of the widespread feeling that the Cardwell system is in urgent need of review; and whether it is proposed to bring it into line with modern requirements?

I am not aware of the feeling to which my hon. and gallant Friend alludes but, as I said in reply to his similar question of 6th December, if he cares to write to me and explain his point I would endeavour to give him an answer.

Is my right hon. Friend not aware that not only in this country but in India also there is a feeling that this system has become a dangerous anachronism and inimical to an efficient organisation for the Army?

Mr. HACKING

No, Sir, I am not aware of that feeling.
