I beg to move, in page 233, line 20, at the end, to add: In this Sub-section the expression 'promotion' does not include promotion from one service to another.

I understand that this does not affect India.

Mr. BUTLER

By the wording of Subsection (3) of the Clause as it stands without the saving paragraph, promotion from one of these two services to the other might be regarded as falling to the High Court, and these words are inserted in order to fulfil our intention that the High Court shall be responsible only for promotion for such selection posts as there may be within the subordinate services.
