asked the Secretary of State for India the reasons for the recent appointment of five retired military officers as additional district magistrates in the Indian Civil Service in Bengal?

Mr. BUTLER

These appointments have been made to replace casualties due to the terrorist movement. Proposals for the employment of Indian Army officers for this purpose have been under discussion since March, 1932, and were finally approved in March, 1934. Three officers have been recently appointed and two more are to be selected. Indian Army officers with a knowledge of the country form the most readily available source of supply, since officers of the Indian Civil Service cannot at present be spared for transfer from other Provinces.
