§ Miss RATHBONEI desire to present to this House a petition praying that the Incitement to Disaffection Bill shall not pass into law, on the ground that it is a grave menace to the fundamental liberties of the British people. The petition is organised by the National Council for Civil Liberties and has received the signatures of 63,134 citizens resident all over the United Kingdom.
