asked the Secretary of State for Foreign Affairs whether his attention has been drawn to the report of the Nansen International Office for Refugees to the League of Nations concerning the Russian women refugees in Shanghai; whether he is aware that many of these Russian women are able to send food home to starving relatives in Russia; and whether the attention of the League can be drawn to the position of Russian women in some parts of Soviet Russia itself, particularly in the Ukraine and North Caucasus, where over 3,000,000 are reported to have died of starvation last winter?

The Fifth Committee of the League Assembly which dealt with this question was anxious for steps to be taken to assist these women, and recommended further inquiries on the spot. The answer to the second part of the question is in the negative. With regard to the last part, His Majestys Government have no locus standi for bringing such a matter to the notice of the League.
