asked the Minister of Health whether, in confirming the expenditure of money on relief work by local authorities, any instructions are issued as to employing, where practicable, those men who have been out of employment for the longest period?

Loans are not now sanctioned for relief works as such, but a large number of loans are being sanctioned for public works. Conditions are not imposed in these sanctions regarding the labour to be employed. Most public works are carried out by contract. Employers are urged by my right hon. Friend the Minister of Labour to recruit labour through the Employment Exchanges.
