§ Mr. SHAKESPEARELoans are not now sanctioned for relief works as such, but a large number of loans are being sanctioned for public works. Conditions are not imposed in these sanctions regarding the labour to be employed. Most public works are carried out by contract. Employers are urged by my right hon. Friend the Minister of Labour to recruit labour through the Employment Exchanges.
