§ The MINISTER of HEALTH (Sir Hilton Young)I have come to the conclusion that the circumstances of this case are so special as to justify an exception to the established rule against publication. I am so informing the city council of Manchester, at whose request I caused the inquiry to be made, and the authorities of St. Mary's Hospital, who concurred in the request.
