§ Mr. HORE-BELISHAA few years ago consideration was given to a proposal to construct a tunnel from the Mall to Berkeley Square, but the proposal was abandoned because of the extent to which it would interfere with the Green Park. My hon. Friend's suggestion appears likely to be open to the same objection.
