Mr. HANNONasked the Home Secretary whether he has considered the report of the law and parliamentary committee of the Birmingham Chamber of Commerce, which was adopted by the council of that body on Monday, 30th July, 1934, and which embodied proposals for the payment of standard fines for specified offences without the necessity of the offender attending court; if the suggestions submitted have received the consideration of his Department; and if any action is contemplated?
