8. Mr. CULVERWELL

asked the Home Secretary whether the jib crane regulations now in draft form have been agreed; and, if so, in view of the considerable increase in accidents due to the overloading of cranes operated under present conditions, when is it proposed to issue orders?

Mr. HACKING

The draft regulations have not been agreed. Many objections were received, and the points raised have been the subject of further inquiry and consideration. I am informed that the figures for accidents due to overloading of cranes at premises affected by the draft do not show any material alteration for the last three years, notwithstanding increased trade activity.

Mr. CULVERWELL

Could my right hon. Friend say whether the enforcement of these regulations was postponed on account of the extra expense; and, new that trade conditions have improved, will he give early attention to their enforcement?

Mr. HACKING

The reason for the delay is disagreement. We are doing our best to get the regulations agreed as soon as possible.
