asked the Minister of Transport whether, in view of the large number of fatal bicycle accidents to children under 16, he has considered the need for an age limit under which children may not ride bicycles on the public roads?

The number of bicycle accidents to young people is a matter of great regret, but I think that the adoption of a minimum age limit for cyclists would impose an unjustifiable degree of hardship on a large number of persons.
