§ Mr. THORNEIs the right hon. Gentleman aware that in consequence of these private negotiations and conversations which go on between different Ministers there is a good deal of suspicion aroused in other countries unless some information is published?
§ Mr. BALDWINI am not the Secretary of State and so I can hardly say, but if every time anyone had a private conversation it was published I do not think it would do any good at all.
