40. Sir N. GRATTAN-DOYLE (for Mr. POTTER)

asked the Secretary of State for Dominion Affairs whether his attention has been called to the desire of the Canadian provincial governments, as expressed to the Federal Government, to raise refunding loans here subject to Treasury consent; and will he, in view of the recent misunderstandings about earlier loans raised here which rest on the finances of the city of Montreal and of British Columbia, suggest to the Dominion authorities that, when the assistance of United Kingdom private investors is again invited, the Dominion Government itself should be responsible for any refunding loans raised here and re-lend the proceeds to the provincial governments and municipalities?
