§ 14. Colonel WEDGWOODasked the Secretary of State for the Colonies whether he can say yet who will be the two nominated members of the Jerusalem municipality; and can he assure the House that they will both be drawn from British subjects who are deprived of the franchise in Palestine?
§ Sir P. CUNLIFFE-LISTERThe High Commissioner's powers in this matter are discretionary. If he should decide to nominate any members of the municipal council of Jerusalem, the selection will rest with him, and I should not think it proper to intervene.
§ Colonel WEDGWOODWill the right hon. Gentleman indicate to His Excellency the undesirability of appointing to either of these posts persons who are not British subjects?
§ Sir P. CUNLIFFE-LISTERI do not think so. Everybody in this House knows that the High Commissioner for Palestine is better acquainted with local conditions and local needs than anyone in this country, and I should very much deprecate trying to influence him in taking a decision.
§ Colonel WEDGWOODDoes the right hon. Gentleman realise the feeling that exists in Palestine among the people who have no votes?
§ Sir P. CUNLIFFE-LISTERIn making any nomination, the High Commissioner would have regard solely to the general interests of the people.
