asked the Minister of Health whether he is aware that, at a meeting of the Sheffield Corporation estates committee held on 22nd March, 1934, it was decided by a majority of eight votes to seven to reduce the amount payable by tenants of corporation houses in respect of rent; that of the eight members supporting the resolution four were tenants of corporation houses; and if he proposes to take action against these persons under Section 12, Sub-section (c), of the Municipal Corporations Act, 1882?

No, Sir. The Municipal Corporations Act and also the Housing Act, 1925, forbid a tenant of a house belonging to a local authority to vote upon any matter relating to his own house. Proceedings in respect of any contravention of these provisions of the law can be taken without the intervention of my right hon. Friend.

Do I understand that the ratepaying community in Sheffield, other than the tenants of corporation houses, have power to protect themselves against these practices; and will the Minister state what powers they have?

Any ratepayer acting as a common informer can take the action provided for under these Acts.
