asked the Secretary of State for Foreign Affairs what steps, if any, are being taken to collect the arrears from the countries which have defaulted in their payments to the League of Nations?

Mr. EDEN

This question was publicly and thoroughly discussed last autumn by the Assembly of the League of Nations which adopted certain detailed amendments in the Financial Regulations. I am happy to be able to say that there has been a gratifying increase in the amount of the arrears collected during the first three months of this year as compared with the first quarter of 1933.

In the case of the League of Nations being wound up, who will be responsible for these expenses?

Mr. HANNON

May I ask whether those nations which have not yet paid their contributions to the League of Nations are to have voting power in the Assembly and the Council?

Mr. EDEN

That is another question, but there has been a very material improvement in the situation in the first quarter.

Mr. HANNON

But will they still have the vote?

Mr. EDEN

Certainly.
