§ Sir J. GILMOURI am aware that it is proposed to hold the congress in 1935 at Berlin. The answer to the second part of the question is in the negative.
§ Mr. DAVIESIs the right hon. Gentleman aware that the chief object of the International Penitentiary Congress is the more humane treatment of prisoners, and, in view of the recent, history of the treatment of prisoners in Germany, does he not think it is anomalous that this congress should meet in Germany?
