27. Mr. BURNETT

asked the Chancellor of the Exchequer whether he will arrange to continue permanently the embargo upon the issue of foreign loans to 58 foreign States now in default; and whether he is aware that British export trade created by the former loans to those States has not benefited the country, in view of the fact that the goods exported have been paid for by British money subscribed to foreign loans now worthless?

I would refer my hon. Friend to the reply given to the hon. and gallant Member for Norfolk, South-Western (Sir A. McLean), on the 20th February.

Is the hon. Member aware that for several years past a portion of the British export trade which appears in the Board of Trade Returns is really a national loss and not a gain owing to the default of foreigners?

My hon. Friend can be reassured that before any fresh decision is taken in regard to the embargo the matter will be examined in the light of all the relevant circumstances.
