When the Debate was interrupted I was asking the Minister whether there were any substantial reasons why this proposal should not be accepted apart from those given by the Parliamentary Secretary. It has not been suggested that the efficiency of safety of the driver would be in any way prejudiced by the presence of a second man, and I suggest that in deference to the widespread demand among those concerned for some provision of this kind, the Minister ought to give further consideration to the proposed new Clause. Unless the Minister is prepared to do so, we shall be compelled to press this question to a Division.
