asked the President of the Board of Trade if he will consider introducing legislation to prohibit the sale of surplus tonnage to a foreign Power for a period of three years, with a view to mitigating unfair competition in the shipping industry?

My right hon. Friend cannot anticipate the statement on the shipping siuation which he hopes to be in a position to make in this House at an early date.

May we expect a declaration of policy on the part of the Government before the House rises for the Autumn Recess?

I find it difficult to give a definite ansper to that question, but I think there is a very good probability of that being the case.
